Keaton Otis was a 25 years old young man who lived in Portland.
His mental health wasn’t at its best, he was even starving himself.

In 2010, Keaton was near his home, when he was pulled over for failure to signal before changing lanes.
4 police cars and 7 officers cornered him.

Keaton was tased, bean-bagged and then shot 23 times inside his car.

Investigations reported that one of the officers involved said that he pulled Keaton over
because he “kind of looks like he could be a gangster”.
